As a Technical Program Manager, you will lead, manage and support various technical and data analytics projects and programs for the Department of Veterans Affairs. The ideal candidate will have experience with diverse IT projects both large and small. Must be able to manage a portfolio of projects. Must be well versed in full systems development life cycle, enterprise wide network engineering, strategic information planning, business process reengineering, structure and management practices. Must be able to identify and mitigate risks to the program. Must be able to manage to cost, schedule and performance. Strongly prefer experience with the Department of Veterans Affairs.

Program Mission .

This program within the Department of Veterans Affairs will provide a cross-functional team capable of developing data products for emergent enterprise requirements by leveraging the toolset available on the Summit Data Platform. This team will provide responsive support for emerging data analytics needs that originate from executive leadership and VA offices across the enterprise. These data integration and data insights will help solve emergent challenges for the Department in response to changing laws, regulations and needs for reporting to external entities, and ultimately will provide better support to the veterans.

Skills & Requirements

Responsibilities .

  • Lead and/or support project planning, scheduling, execution and reporting for a team of up to 20 individuals.
  • Provide oversight and direct management of a technical team to meet schedules, orchestrate projects and generally lead all initiatives.
  • Develop, review and/or analyze project management documents (project charter, organizational breakdown structure, work breakdown structure, program/project management plan, responsibilities matrix, etc.).
  • Support program/project requirements through analysis of client strategy and needs documents, such as balance scorecard, vision and scope documents and program road maps.
  • Plan, monitor, and report on team accomplishments risks and issues related to the project.
  • Integrate and use project management methodologies and Agile scrum methodologies as applicable to the project.
  • Perform schedule and/or backlog development, maintenance, and revision/grooming.
  • Plan, lead, and facilitate meetings and reviews (formal and informal).
  • Track and report project issues. Monitor progress and key milestones. Identify and mitigate risks and advise senior management about project opportunities and risks.
  • Support project requirements, scope, and change management issues.
  • Coordinate and manage documentation, presentations and processes in compliance with organization standards.
  • Solve a wide range of difficult problems in imaginative and practical ways, using professional concepts.
  • Work on diverse problems requiring analysis.
  • Identify key process improvements to help the team work more efficiently.
  • Coordinate functional tasking of project team staff.
  • Must be able to travel when needed.

Requirements .

  • Must have at least 10+ years related experience in technical program and/or project management. Experience in Data and Analytics is a must.
  • Excellent communication skills and problem-solving abilities.
  • Strong aptitude to learn and adapt to technology.
  • Ability to adapt well to diverse environments.
  • Ability to communicate clearly with all levels in an organization.
  • Detail oriented with strong analytical, organizational, and time management skills.
  • Ability to lead and work collaboratively within a dynamic team environment.
  • Prefer project management professional certification (PMP).
  • Strongly prefer previous experience supporting the Veterans Affairs or other government organizations.
  • Prefer experience implementing Agile and/or Lean concepts.
  • Years of Experience: Must have at least 10 years of related technical program and/or project management experience. Experience in Data and Analytics is a must.
  • Education: A Bachelor’s degree or higher in Engineering, Computer Science, Systems, Business, or related scientific or technical discipline required. (8 years of additional relevant experience may be substituted for degree.)
  • Location: Remote within the United States.
  • Clearance: Ability to obtain a Public Trust security clearance.
