Monday-Friday 8am-5pm $34 an hr in PHX AZ 85007

-duration is 6months from the projected start date (5/09/2022)

Under direction of the Manager, administers and provides oversight for ending violence programs (e.g., domestic, sexual, and other programs). This program delivers via contract statewide services. Provides overall leadership and guidance for the programs which contracts with organizations that assist victims of violence in crisis to find shelter and provide mobile community services to help individuals develop a Safety Plan. Tracks and analyzes complex statistical and financial data in preparing a variety of state reports and conducts analytical studies. Responsible for meeting performance goals and objectives on schedule.

Monitors and oversees service providers’ contractual compliance and program performance. Reviews and validates providers’ performance data as collected by the Arizona Provider Service Standards and other reports. Provides technical assistance to providers
via formal and informal instruction. Serves as the subject matter expert to the Emergency Services Administration. Develops, proposes, writes, and implements program policy and procedures based on state law, rules, regulations, and Provider Service Standards. Prepares oral and written policy interpretations, written reports, memorandum, and correspondence. Analyzes and interprets legislation providing input on impacts on the program. Research best practices to achieve program goals.
Acts as a liaison on Domestic Violence to the Arizona Coalition to End Sexual & Domestic Violence (ACESDV). Creates interorganizational partnerships to access innovative program ideas and coordinate services. Creates and makes presentations to various community organizations and other groups regarding domestic violence in Arizona. Attends out-of-state conferences. In-state travel is required.

Analyze and interpret state legislation to facilitate the design, development, modification, and implementation of agency programs, program policy and procedural requirements. Coordinate programs and tasks as needed to ensure timely and quality completion of administration goals. Employ program management principles to
achieve goals (i.e., manage time effectively, analyze and set priorities and ensure timely completion of projects).

Provide guidance, technical assistance and direction to statewide contractors, community stakeholders, and case management staff to ensure adherence to programs. Work closely and coordinate services among agency staff, community organizations, and other groups. Identify any critical issues which threaten programs and handle resolutely.

Provide financial oversight to ensure compliance with funding policies and regulations and to achieve programmatic goals. Regularly track budgets and monitor contractor expenditures and program efficacy working with agency staff. Research and pursue funding and other resources that contribute to successful program and integration efforts. In-state travel and contact with vulnerable adults.

Prepare and oversee the implementation of the specialized plans and reports. Receive, analyze, and correct monthly, quarterly, and annual reports submitted by contractors. Compile and tabulate statewide data. Ensure compliance with state reports within the established time frames. Coordinate public meetings (including preparing agendas and preparing related presentations, etc.).

Develop Scopes of Work for new and renewals contract. Review reports of findings prepared by monitoring staff, as well as corrective action plans and their implementation.
Upon request, prepare response to requests for clarification or program information from state funders or other stakeholders regarding statewide programmatic activities. Participate in various committees or community groups. Attend state and federal conferences and training sessions as a representative of the Division and/or Department.

Other duties as assigned as related to the position (typically 5% – 10%)
