Under the administrative direction of the elected Clerk & Recorder, the Recording Manager:

  • Plans, organizes, and directs all activities assigned within the Clerk & Recorder Recording Department.
  • Leads, supervises, and provides accurate, growth-oriented, mentoring direction to staff.
  • Ensures day-to-day operations of the Recording Department are carried out efficiently and statutorily.

Responsibilities
Specifically, this position:

  • Supervises all Recording Department employees; assigns and mentors department supervisory staff; ensures cohesive, quality operations across all focus areas within the Clerk & Recorder’s office.
  • Analyzes and prepares the department’s budget and plans long-term facility requirements in keeping with the strategic plan and industry standards.
  • Adheres to established policies related to recruiting, interviewing, hiring, training, assigning work, scheduling work hours, granting leave, appraising performance, and disciplining.
  • Recommends the formulation and revision of policy, regulations, methodologies, procedures, and strategies to attain organizational goals.
  • Implements compliance with federal and state legislation and administrative procedures governing the integrated process of recording.
  • Assists personnel in solving problems related to the appropriate interpretation of recording laws; provides advice and consultation concerning policy issues associated with organizational compliance.
  • Handles and responds to problems and solutions for internal and external customers, including employees.
  • Initiates analytics regarding department performance to plan for improvements to the service model delivery.

We are looking for a candidate who will:

  • Establish and maintain effective working relationships with County employees, representatives of other agencies and organizations, and community members.
  • Build and maintain a healthy, positive, employee and customer-centric environment.
  • Apply supervisory principles, procedures, and methods, including selection, training, coaching, and evaluation.
  • Communicate clearly and concisely, both verbally and in writing.
  • Use advanced software and business applications including Recording Systems, MS Office, HR/Payroll, presentation software, computer applications, web, and database management.
  • Possess a basic understanding of project management techniques and processes.
  • Have a high level of attention to detail.
  • Provides professional customer service to clients and the public.

Qualifications
All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.

  • High School Diploma or GED, required.
  • Four (4) years’ experience in a recording function or in the performance of similar job duties, and a minimum of three (3) years’ experience in a leadership role, required.
  • Possession of a valid Driver’s License by date of hire, required.

Supplemental Information
The typical schedule for this position is Monday – Friday 8:00am – 5:00pm.

This is a professional position requiring occasional after-hours and weekend work to complete assigned duties, training, and meetings, as needed, to ensure all departmental operations are consistently and successfully carried out.

An offer of employment is contingent upon the successful completion of a pre-employment drug screen and background check. As marijuana is an illegal substance under federal law, testing positive for marijuana (medical or otherwise) or any other substance for which the county tests, will result in the contingent offer of employment being revoked. A successful completion of the drug screen is defined as obtaining a negative result.
