Disability Rights Pennsylvania (DRP) is a nonprofit corporation designated
as the federally mandated protection and advocacy agency in
Pennsylvania. We work to advance and protect the civil rights of children
and adults with a wide range of disabilities to ensure their right to live in
their communities with the services they need, to receive a full and
inclusive education, to live free of discrimination, abuse, and neglect, and
to have control and self-determination over their services.

Position Overview

Disability Rights Pennsylvania is seeking a full-time Director of Finance and
Operations who thrives in a team environment and has the drive and
determination to play a key role in the fiscal operations at Disability Rights
Pennsylvania.

The Director of Finance and Operations provides organizational leadership
across Disability Rights Pennsylvania’s internal operations, including
human resources, fiscal administration, and information technology. This
position performs complex work involving the creation and maintenance of
financial records and protecting and supporting the financial integrity of the
organization. The Director of Finance and Operations works effectively with

all staff, clearly communicates across the organization, is driven by results,
and effectively plans to ensure deadlines are met.

Essential Duties and Responsibilities

Financial Management

Manages all fiscal functions for the agency on a day-by-day basis and
ensures all tasks are completed on time.

Develops the annual budget for the agency, in consultation with the Chief
Executive Officer and management team. Monitors and reports on monthly
budget performance targets and communicates any discrepancies.

Staff the Disability Rights Pennsylvania Board of Directors Finance and
Audit Committees.

Maintain computerized general ledger (Abila Software)

Prepare monthly and quarterly financial statements for the Board of
Directors, Chief Executive Officer, and management team.

Analyzes and presents financial reports in an accurate and timely manner,
clearly communicating monthly and annual financial statements, and
overseeing all financial and grants accounting.

Compare and analyze agency expenditures to budgets.

Develop budgets and financial reports for new and continuing grant
applications.

Manage multiple federal, state, and private funding sources, ensuring
compliance with funding requirements as well as organizational policies
and procedures.

Financial Controls

Manage one full-time accounting administrator.

Manage the agency accounts receivable, accounts payable and payroll
functions.

Manage allocation of expenses among programs.

Oversee purchases, lease, and maintenance of equipment and contracts
with vendors, office supplies, and subscriptions.

Maintain the agency’s accounting and procedures manual which follows
federal and state regulations and guidelines. Initiate updates as needed to
improve systems and internal controls.

Manage and support the annual external audit and tax return.

Cash and Risk Management

Manage bank account, investment accounts, and cash flow.

Oversee various annual insurance renewals and ensure coverage is
maintained.

Maintain fixed assets details.

Other

Administer federal, state, and private foundation fiscal applications, draws,
reports, and compliance.

Provide leadership, oversight, and administration of information technology,
human resources, fiscal administration, and contractual services.

Direct procedures and systems necessary to maintain proper records and
to ensure adequate internal controls and services that maximize
operational efficiency and general business operations.

Oversee the administrative property management functions, to include, but
not limited to, asset management, inventory management, preventive
maintenance, procurement, regulatory compliance, and quality assurance.

Review and recommend improvements for internal processes through
regular review of policy and process.

Foster a positive, inclusive, and collaborative work culture that attracts,
keeps, and motivates a diverse staff.

Attend Board of Director meetings, including Finance and Audit Committee
meetings.

Skills and Qualifications

Bachelor’s degree in Finance, Business, Accounting, or related field. MBA
or MA in relevant field preferred. CPA Certified a plus.

Five or more years’ experience in organizational operations or fiscal
administration, including compliance and reporting.

Experience with non-profit organizations and fund accounting functions.

Experience handling confidential matters, flexibility with changing
situations, and establishing and maintaining effective working relationships
with employees, funding agency personnel, and the Board of Directors.

Demonstrated ability to manage multiple completing demands on various
timelines with successful outcomes.

Lived or other demonstrated experience with people with disabilities
preferred.

The job requires specialized computer skills. Must be adept at using
various applications including database, spreadsheet, report writing, project
management, work processing, presentation creation/editing, communicate
by email, using scheduling/calendar software, and Microsoft Office Suite.
