Position Overview:

The Compliance Advisor will provide risk management oversight for the project’s financial, operations, procurement, and subcontract and grantee processes.

Chemonics seeks a remote/ US based Compliance Advisor for the USAID activity Ukraine Agriculture Growing Rural Opportunities (AGRO). The project aims to accelerate the economic development of rural Ukrainian communities with the greatest need through a better governed agricultural sector that encourages more productive, modern, and profitable micro, small, and medium agricultural enterprises that are successfully integrated into competitive markets both in Ukraine and internationally. The Compliance Advisor will provide risk management oversight for AGRO’s financial, operations, procurement, and subcontract and grantee processes. The position is remote but will require periodic travel to Ukraine. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Ensures project is compliant with relevant client, U.S. government, and Chemonics rules and regulations, related to organizational policies, code of conduct, compliance matters, personnel/labor, etc.
  • Establishes internal controls to ensure that the compliance and risk management tools and adherence throughout the project are effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations
  • Conducts random internal reviews of files, and coordinates with the Chemonics Washington office for other financial and compliance reviews as needed
  • Builds capacity of staff and counterparts (subcontractors, vendors, etc.) through regular trainings of processes and on regulations, organizational policies, code of conduct, and compliance matters
  • In cooperation with the project office’s finance team, engages with local counsel related to local country laws and regulations applicable to labor law, real estate, procurement, customs, and operations as required
  • Makes recommendations on strengthening policies and procedures to ensure internal controls are effective in preventing, identifying, and addressing noncompliance with applicable rules and regulations
  • Ensures compliance of finance and accounting procedures for all project transactions. Conducts periodic audits of finance and accounting files, ensuring that all transactions contain appropriate back-up documentation, are coded correctly, and are entered into the electronic accounting file on a timely manner
  • Provides quality control for procurement outputs to ensure consistently high standards in accordance with client, U.S. government regulations, Chemonics’ corporate policies, local national laws, and any supplemental policies developed specifically for the project.
  • Serves as the primary point of contact during periodic Financial Compliance Review (FCR) and/or Chemonics’ Office of Business Conduct (OBC) and may coordinate and/or participate in business conduct reviews and investigations

Requirements:

  • Bachelor’s degree in finance, business administration, international development, or related field
  • Minimum 8 years of related experience in compliance and financial oversight and management, with an emphasis on government contracting
  • Possess a comprehensive understanding of project and contract management, as well as USG regulations and guidelines; experience with cooperative agreements is preferred
  • Extensive experience with a wide variety of contracts and subcontracts types required, e.g. fixed price, IQC, cost reimbursement (award fee/fixed fee), and performance-based
  • Experience in responding to audit inquiries, working closely with external parties to ensure a high degree of compliance
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively
  • Strong analytical skills and demonstrated ability to solve complex problems
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required, proficiency in Ukrainian is preferred

The Salary Range for this position is expected to be: $119,280 – $149,100.
