The Contract Administrator assists in financial administration of training contracts. Includes preparation and monitoring of invoices against contract, budget and journal entry preparation, compilation and preparation of financial reports and gathering cost data for proposal efforts.
MAJOR ACTIVITIES PERFORMED:
- Train contract finance and administrative personnel and provide monitoring to ensure that these activities are performed in an effective and sound manner.
- Assist in the preparation and/or review of center budgets and financial reports.
- Prepare or assist in the preparation of contract billings, as necessary, and monitor billings against available funding.
- Coordinate with Financial Analysis department in gathering information used in preparation of financial proposals for new centers and rebids of existing centers.
- Perform reviews/audits of center financial and administrative functions and provide reports to company and center management of strengths and weaknesses, and assist in the correction of weaknesses, as necessary. Assist in the review of center functions when needed.
- Provide finance and administrative coverage at center locations as required. Provide similar coverage in other functional areas when needed.
- Evaluate new Corporate and DOL procedures and reporting requirement and take appropriate action to implement them at the centers.
- Take an active role in the development and implementation of new systems and procedures that will be used at Corporate and the centers.
- Participate in learning activities necessary to improve existing skills and gain new ones related to both Contract Administration and other CSD and DOL functions.
- Perform analyses of specific center problems as assigned. Analyze performance and cost trends. Generate and analyze monthly reports and recommend to leadership continuous improvement initiatives based on report outcomes.
- Actively coach centers to identify efficiencies and cost containment opportunities. Take initiative to educate, lead and motivate center staff as DOL contract requirements change.
- Maintain a cognizance of the PRH and contractual requirements and FAR and DOL regulations as they relate to contract Administration functions.
Minimum Qualifications: Bachelor’s degree in Accounting. Normal travel requirements would be 10-15%, but could reach 30-40% at certain times. Model company Core Values. Minimum of one-year experience in an accounting generalist/Accountant or contract administration capacity.
Knowledge Required: An understanding of budget theory and accounting principles, some knowledge of government procurement regulations highly desirable, ability to travel as needed, strong communication skills and proficient in Excel/Word.
