Full Job Description

The New York City Council is seeking to fill a Unit Head position in its Finance Division.

KEY RESPONSIBILITIES

  • Supervises staff which consists of professional, support, unpaid interns and urban fellows.
  • Monitors and directs the workload for a team of analysts, providing guidance and support to analysts as they perform their work.
  • Trains analysts on the City budget process and critical analytical skills
  • Assigns tasks to staff in unit, organizes daily operations and provides feedback to management that help make processes more efficient. Obtains regular feedback from staff to ensure that training is properly absorbed and utilized over time.
  • Attends budget meetings with policy and other legislative committees concerning proposed legislation and adoption of the New York City budget.
  • Analyzes the fiscal impact of new legislation or the impact of modifications to the budget as approved by the Council.
  • Reviews and approves financial analyses and recommendations prepared by financial analysts concerning budget requests, justification statements, expenditure projections, and modifications of budgets.
  • Approves written budget justifications for submission to the New York City Council.
  • Reviews assigned city agency budgets; monitors and evaluates spending patterns and contracts with respect to feasibility of cost effectiveness of assigned city agencies; verifies and analyzes attrition and variance reports; analyzes and prepares reports on the Expense, Revenue and Capital Budgets; analyzes and prepares reports on special research questions for CFO and/or deputy director.
  • Participates in hearings and meetings of the Finance Committee, department and agency executives and administrative personnel of various city agencies.
  • Reviews procedures associated with the Council including the preparation of comprehensive reports to the Council on proposed budget modifications and budget amendments.
  • Makes recommendations concerning the inclusion or deletion of items within units of appropriation.
  • Prepares fiscal impact statements on legislation and budget modifications being considered by the Council.
  • Must be able to work on the weekends and/or during the evening hours as needed.

QUALIFICATIONS

  • Master’s degree from an accredited college with a concentration in accounting, financial management, financial analysis, and/or public administration and seven (7) years of progressively responsible experience in accounting or finance and experience in governmental operations, management and policy – decision making, or;
  • Bachelor’s degree from an accredited college with a concentration in accounting, financial management or financial analysis with ten (10) plus years of full-time experience in governmental operations, management and policy – decision making, of which at least three (3) years must have been in a supervisory capacity.
  • Sufficient experience performing complex analysis and providing assistance in the area of public budgeting in a financial environment comparable to the New York City Council with an ability to demonstrate the knowledge and abilities listed.
  • Experience with teaching, training or doing virtual and in person presentations with a large audience.
  • Superior writing skills, the ability to express themselves clearly and concisely both in writing and orally,
  • The ability to work under tight deadlines and multitask several projects at one time.
  • Excellent quantitative and analytical skills.
  • Fluency with Microsoft Excel and Power Point.
  • Familiarity with Tableau and other graphic software is a plus.
  • Must have excellent attention to detail.

New York City residency required within 90 days of appointment.
