Why does the job exist?

The IT Application Developer 1 position will analyze user requirements, procedures, and problems to convert symbolic statements to detailed logical flow charts for coding into computer language, to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. Take projects from original concept through final implementation (Software Development Life Cycle: analysis, requirements document, design document, development, testing, client testing application, production, maintenance and client documentation) in a professional and timely manner.

The IT Application Developer 1 position will improve application availability and performance, minimize security risk and exposure, and enhance the value of data through advanced collection, transformation, normalization, analysis and reporting as warranted.

The IT Application Developer 1 position will work as a liaison to bridge the gap between software applications and the strategic groups that will use and/or implement them. The position will work with both customers and/or support engineers to assist and reinforce software deployment processes. This position is a member of a team of developers at DPS that provide support to each other and work closely with other groups within DPS IT.

How does it get done?

The key responsibilities for the IT Application Developer will be to:
1. Develop custom code using programming languages that are object-based and/or procedural-based (e.g. Sharepoint, .NET, C#, Power Automate, HTML, JavaScript, and CSS).
2. Follow team software development methodology.
3. Prepare documentation in accordance with existing standards and practices.
4. Perform coding, debugging and modifications to existing applications and apply knowledge of relational database technology
5. Provide support as member of a team for new configurations with such tasks as scope of work
6. Implement environments utilizing proper change control techniques by developing, testing and migrating applications to the enterprise production environment.
7. Working with other information technology team members to ensure design quality and security.
8. Take projects from original concept through final implementation, using SDLC (system development life cycle) including design document, development, server-side testing, client-side testing, test to production change control, maintenance and client documentation, which require the use of SQL Server and Oracle database tables.

Who are the customers?

This position provides support to the Department of Public Safety, which includes New Mexico State Police (NMSP), Law Enforcement Records Bureau (LERB), Commercial Vehicle Enforcement (CVE) and the Law Enforcement Academy (LEA).

Ideal Candidate

The Ideal Candidate must have basic knowledge of programming languages that are object-based and/or procedural-based such as Sharepoint, .NET, C#, Power Automate, HTML, JavaScript; must have experience of software design, database design, and programming principles and must have ability to work independently and as part of a team, along with interpersonal interaction and communication skills.

Minimum Qualification

Associate’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and two (2) years of experience in software programming. Substitutions Apply. See Substitution Table below.

Employment Requirements

Candidates are subject to a national fingerprint-based record check, within 30 days of assignment. Continued employment is contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy. In addition, employment is subject to pre-employment and post-employment random testing, in accordance with all terms and conditions of federal and state law, rules and regulations in relation to alcohol and/or drug testing, and is conditional pending results.

Selected candidate must possess and maintain a valid driver’s license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certification within six (6) months of date of hire.

Occasional overtime and travel may be required. Must have the ability to lift up to 50 lbs.

Working Conditions

Executive Order 2021-066 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination (including proof of a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster dose) or proof of a COVID-19 viral test every week.

The Public Health Order (on Vaccination) dated December 2, 2021, requires Congregate Care Facility Workers and Hospital Workers to have received a primary series of vaccination by October 6, 2021, and a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster.

Work is performed in a law enforcement office setting with exposure to Visual/Video Display Terminal (VDT), and includes extensive sitting, keyboarding, computer and phone usage. In addition, visual acuity, standing, tactile sense, walking, talking, reaching, stooping motions, seeing, pulling, hearing, crouching, repetitive, grasping and pushing motions may be required. Selected candidate must be able to lift up to 50 pounds.
